Last year, the 16-story building’s elevators broke down for more than 45 days and forced elderly and disabled residents to walk up multiple flights of stairs or to stay in their rooms without access to essential resources.
Past and recent inspections by the Department of Housing and Urban Development (HUD) and
the Los Angeles Housing Department (LAHD) have revealed countless fire hazards, life threatening issues, and extremely poor housing conditions at Cathay Manor. These inspections reveal a lot but they don’t capture everything.
The negligence, harassment, and abuse elders here have faced and continue to experience is a direct result of slumlord Don Toy and government neglect on all levels—from the city to federal. The irresponsibility of Toy and management have led to stress, trauma, and even deaths.

In October, the @CityAttorneyLA charged Don Toy with 16 misdemeanors for health and safety violations. After being postponed several times, the arraignment is scheduled for March 29. We’re tired of delays! The City Attorney must prosecute him to the fullest extent of the law.
